HUMAN FACTORS AND NUCLEAR SAFETY

PRESENTATION

Safety of nuclear power plants has always been a top priority for nuclear industry. Nevertheless the Chernobyl accident demonstrated that a combination of design deficiencies and human errors can result in a disastrous lack of safety.

Since then a lot of studies and reflexions have been devoted to theses questions in order to prevent any more acident. Statistics show that the "human factor" plays a role in about three quarters of the incidents which occur in nuclear plants. But surprisingly the nuclear plant personnel are rarely been asked their opinion on this issue. It is too easily forgotten that the nuclear workers have the closest knowledge of their power plants, that they are most familiar with their strong and weak points, that they live their families and friends on the immediate outskirts of the plants and would be the first to be affected by an accident.

The World Council of Nuclear Workers has decided to organize an international conference to give them the floor.

During this conference, engineers, technicians, supervisors, human resources managers of nuclear plants worldwide, will be invited to express their views on the safety matters they live in everyday and they have to solve in practical terms, to elaborate on the various technical, sociological and political aspects of safety matters the priorities to examine and the main questions to solve. How to organize nuclear shifts, how to optimize the respective functions of men and automatisms, which tasks should be reserved to the plant personnel and which ones could be subcontracted to external firms, how to facilitate communication among operators, which role for the occupational medicine, these are only examples of the various questions which will be discussed

Representatives of trade unions of nuclear installations have the firm intention to inaugurate, during this meeting, a fruitful dialogue with all other people involved: nuclear and ecological experts, nuclear industry members, representatives of national and international agencies, media and political leaders.

No doubt that, by pointing out the true problems and discussing their solutions with all interested partners, WONUC will contribute both to promote nuclear safety and to sweep away all the unfounded arguments and fears about nuclear energy.
